The Certificate of Origin, essential to guaranteeing preferential tariffs in Mercosur, is undergoing important updates. In force for decades, this document proves the origin of goods and ensures tariff benefits.

From July 18th, the Mercosur Regime of Origin (ROM) will undergo significant changes. One of the main changes allows Brazil to request acceptance of the "self-declaration of origin" by other Mercosur members, as long as it is notified six months in advance. However, implementing this change depends on each State Party of the bloc.

Meanwhile, the current Certificate of Origin will remain in force, vital for small and medium-sized exporters who need support in proving origin. The transition to self-declaration will require the issuer to train and constantly update current legislation.

For Mercosur countries, there is the Digital Certificate of Origin (COD), a project designed within the scope of the Latin American Integration Association (ALADI), which replaces the Certificate of Origin issued on paper with an electronic document. This certificate is in operation at the Santos Commercial Association (ACS).
